The Kogod School of Business Tax Policy Center conducts non-partisan policy research on tax and compliance issues specific to small businesses and entrepreneurs. Its mission is to develop and analyze research and policy recommendations for tax-related problems faced by small businesses, and to promote public dialogue concerning tax issues critical to small businesses and entrepreneurs. Since 2016, the KTPC has published ground-breaking research on issues including: 

  • Tax compliance challenges of the independent workforce and gig workers 

  • Small business tax incentives and women business owners 

  • Tax data transparency 

  • Tax literacy 

  • The legislative and administrative impact of congressional witnesses 

The research produced by the KTPC has resulted in a series of notable legislative developments as well as curriculum changes, such as: 

  1. The inclusion of an $8 billion tax reporting rule change for online platforms (e.g., Uber, Lyft, Airbnb) in the 2021 American Rescue Plan (P.L.117-2) that is the direct result of the KTPC’s congressional testimony and tax literacy education strategy; 

  1. The introduction of legislation by the chair of the U.S. Senate Committee on Finance to target access to capital challenges faced by women business owners prompted by KTPC research; 

  1. Increased accountability of Congressional witness diversity by the U.S. House of Representatives Office of Diversity and Inclusion and the Congressional tax-writing committees; and 

  1. The development and introduction of a new AU core course, The Fundamentals of Business Ownership, which is an overview of the accounting and tax issues business owners face. 

The Kogod School of Business Tax Policy Center is looking to raise $150K to conduct a national survey on tax literacy to inform policymakers and the IRS on how to improve education, communication and outreach to small business owners looking to access capital through tax savings. This is part of the Small Business Tax Literacy Project. The survey results will serve as the basis for ground-breaking research and recommendations for enhancing financial literacy courses to include tax literacy.
